Public programs are hard to understand in place: who is served, what is required, where tradeoffs sit.

What does the evidence support as the next step—and what remains a tradeoff rather than a recommendation?

Relationship to current work

A private housing-access concept is the most developed prototype expression of the method. Civic tools remain the generalized frame—not a separate public product.
